GRC Transition Updates
CCI GROWS AGAIN!!
CCI is excited to announce the formation of the CCI Grand River Chapter!
Due to the growth of membership in a large geographic area, the region currently serviced by the Golden Horseshoe Chapter will now be serviced by two chapters: Grand River and Golden Horseshoe. The 900 members in the current Golden Horseshoe Chapter area will initially be placed on the membership list for the chapter that services the municipality in which they are located or primarily do business. They are welcome to join both chapters if they would like.
This is an exciting step forward for CCI members in this region, and is the result of monumental work by many dedicated volunteers in both new chapter areas. As a result of their efforts, both chapters are ready to launch beginning on July 1, 2017 for the upcoming membership year.
Thank you to everyone who recognized the potential for further growth and, especially, improved delivery of CCI’s services to members living and working in these areas.

This past year contained a watershed moment for the Golden Horseshoe Chapter (“GHC”). As you know, the past few years have included much discussion and debate about one controversial question: should a new chapter (referred to as the “Grand River Chapter”) be created to serve the Brant, Waterloo, and Wellington areas. It looks like we will have an answer to report to you in the next edition of the CondoNews. Stay tuned!
Following a face-to-face meeting with two National directors in September, we received a letter from Doug Forbes, President of CCI National in October which outlined the decision made by CCI National Executive. In brief, the creation of a new “Grand River Chapter” (“GRC”) was approved in principle, subject to the approval of a transition plan to be submitted to the National Executive by December 31, 2016. The transition plan was to provide details of the process that will be used to fund the new chapter, assign membership, finalize geographical boundaries, and confirm that there are volunteers for both chapters.
Hence, a day-long meeting was held on November 24th which was attended by the GHC Board of Directors and Transition Committee members. All of the mechanics of creating a new chapter were agreed upon and a letter of response, which was reviewed and approved by the Board and Transition Committee members, was sent to the CCI National Executive on December 15th. Special thanks to Robert Mullin and Michelle Kelly for preparing the letter of response to CCI National. The following outlines the proposed steps and details of GRC’s creation:
The current exterior boundaries of the GHC would not be expanded by the creation of the GRC. However, the boundaries would be split between the existing GHC and the new GRC. The GRC would be responsible for CCI activities in the following locations: Brant County, Wellington County (including City of Guelph), and the Regional Municipality of Waterloo. The GHC boundaries would include these areas: Halton Region, City of Hamilton, Niagara Region, Haldimand County and Norfolk County.
Transitional activities for the GRC would commence on or around March 1, 2017. The activities include: appointing a transitional board of directors, opening a bank account, populating committees, planning for educational courses, creating a website, contracting the services of an office administrator and various other administrative tasks. The GRC would be fully operational by July 1, 2017, coinciding with the fiscal year of CCI.
BOARD OF DIRECTORS
Starting on July 1, 2017, some resignations would occur on the GHC’s Board as current directors migrate to the new GRC’s Board. After the anticipated resignations, the following GHC Board members would remain: Nathan Helder (incoming President), Maria Durdan, John MacLeod, Peter Webb, Michelle Kelly, Laurie Hebblethwaite, and Maria Desforges. I would remain President until the AGM in the Fall of 2017. As a quorum would remain, the GHC Board may decide to appoint replacements until the AGM. The transitional board for GRC would consist of experienced directors and other knowledgeable professionals, including: Pam Smuts, David Outa, Joanne Richards, Gwen Story, Brad Wells, Chris Williston, Casey Beacock, Robert Mullin, and Maurice Chevaldayoff. I also plan on joining the GRC transitional board. The existing GHC committees would continue as is, adding members as necessary to fill vacancies caused by members transitioning to the GRC committees.
There would be no change to the structure of the GHC. The GRC would be created as an unincorporated organization according to requirements of CCI National.
The CondoNews magazine and Directory would continue as a joint publication with a single committee comprised of members from both chapters responsible for it. Any surplus or deficit associated with the CondoNews and Directory would be shared proportionately according to the number of members in each chapter. The process would be reassessed periodically by the chapters. Each chapter would be responsible for all other communication vehicles, including websites and other social media.
Commencing on July 1, 2017, each chapter would be responsible for organizing educational activities for its members, which would be held within its own boundaries. The Annual Conference and Tradeshow would be held annually, but the hosting duties would alternate between the chapters. GHC would host in 2017; GRC in 2018. Care would be taken by both chapters in scheduling educational events so that members from the chapters can attend all events.
Membership renewal notices would be sent out based on the member’s geographic location. Per CCI National Guidelines, members may decide to join more than one chapter. ASSETS The assets of the GHC would remain unchanged, save and except for a one-time transfer of funds totaling $83,000 to the GRC after March 1, 2017. The transfer represents the surplus from the 2016 Conference and Tradeshow held in Kitchener. Thereafter, the chapters would operate independently. Significant assessments by accountants on both Transition Committees have agreed that both chapters have viable foundations to operate on an immediate surplus basis.
We will keep all of the members informed of the status of National’s decision via email, on the GHC website, and in the CondoNews. If approved, we will certainly be looking for more volunteers to run on both of the boards, join committees and offer suggestions on how we can grow both chapters!
The year 2017 has just begun and it looks like it’s going to be a very exciting!
Casey Beacock reported at the CCI-GHC Chapter Annual General Meeting that both Transition Committees have completed the task of creating budgets for the proposed transition and populating the existing committees with representatives from all areas equally to avoid a “brain drain”.
The original timeline of the transition was a two year period. After working through this process for almost a year it was clear this process needed a change. A request was made to CCI National to bring the time for a decision forward as soon as possible. On September 26, 2016, both transition committees and the GHC Board of Directors met with two representatives from CCI National Executive to discuss the proposal and the original estimated timeline for the transition. It was everyone’s request that National step in and make a decision in favour or against the transition of the Golden Horseshoe Chapter.
The National Executive representatives left on Monday after a full day of meetings with a complete understanding of the transition process and the feelings of all parties relating to this matter.
These representatives will be taking their findings back to the full National Executive so that a decision regarding the transition can be made. The next meeting of the CCI National Executive is October 6, 2016 and this item will not make it on that agenda other than a report regarding the request from CCI-GHC and the meetings on September 26, 2016. The representatives felt that it would be on the agenda of the in-person meeting of the National Executive at the leadership conference in Collingwood at the end of October. It is our hope that this item will be a topic of discussion at those face-to-face meetings, and that a decision will be forthcoming.
The National Executive is aware of the urgent need for their decision on this matter, but also must review all the information they gathered in detail so that it is the right decision for CCI as a whole.
As outlined in the last edition of Condo News, the Golden Horseshoe Transition Committee (GHTC) was to meet and research the financial feasibility, logistical membership base, and review the effect on volunteers. This was to determine if creating a new chapter (Grand River Chapter) would or would not compromise the continued services provided and the financial viability of the Golden Horseshoe Chapter. The Golden Horseshoe Transition Committee (GHTC) met in June to carry out the above task. Our committee has a Chartered Accountant, Sandy McLeod who specializes in Condominiums and is an auditor serving the Wentworth and Brant regions. She analyzed and prepared a 5 year budget projecting how the current chapter would be affected if divided into two chapters.
This information has been vetted by the committee and provided to the Board of Directors with the intent to use this as a set of comparative budgets to compare to actual and monitor this aspect of the transition. The GHTC reviewed and assessed a similar budget which had been previously prepared by Gwen Story who is also a Chartered Accountant and condominium auditor serving the Waterloo, Wellington and Halton Regions and a member of the Grand River Transition Committee.
The Committees approved their respective budgets which will now be forwarded to the GHC Board for consideration and eventually adopted for the budget this fiscal year. The GHC Transition Committee’s next mandate will be to ensure that all committees are populated with members from both regions. It is anticipated that this mandate will be finalized by the Fall, 2016.
Since the fall of 2014, the GHC’s Board of Directors has examined the creation of the Grand River Chapter. This new Chapter would be drawn from Brantford, Kitchener/Waterloo and Guelph, while the Golden Horseshoe Chapter would follow its namesake boundary of Burlington, Hamilton and the Niagara Peninsula. The increased growth of condominiums, widening the path to CCI participation and serving members more directly have all been motivators to explore this topic.
By way of update, recently the GHC Board struck two transition committees, one for the Golden Horseshoe and Grand River Chapter alike. Each committee brims with talent and experience in both CCI and the larger condominium community. A variety of meetings have been held to explore the financial, membership, volunteer and communication ramifications of creating two new chapters.
CCI National has also given considerable guidance and direction on this, resulting in a February 8th, 2016, communiqué outlining how this process will be followed. The creation of a new chapter from an established CCI chapter is a new and groundbreaking process for CCI, representative of the growth and dynamic nature of condominiums. CCI National has mandated a two year transition to ensure that the process ensures two healthy and vibrant Chapters.
Currently the two committees are working on a detailed financial analysis, with a deadline of May 31st, 2016. By September, 2016’s Annual General Meeting, both committees will populate all current GHC Chapter committees with both Golden Horseshoe and Grand River members to ensure the talent and human resources are in place during the transition. In addition, CCI National plans to directly dialogue with the membership to ensure two chapters are a goal not only shared by the Board and committees, but also you, the ultimate stakeholder.
July 1, 2018 is the date to see these plans realized. Although the process may seem involved and lengthy, the goals are worth the wait, being two robust Chapters serving the condominium with even more people, resources and energy than before.
