We’re mixing things up with our networking experience designed to help you connect and learn with the condo community. At Money Matters, you’ll rotate through four different table discussions with condo experts. No formal presentations. Just good conversations with an engineer about reserve fund studies, an auditor about your annual audit, a financial services provider and an insurance broker. It’s like speed dating…but for condo knowledge.

Meet Your Table Hosts

David Heska
David Heska is a Professional Engineer and the Southwestern Ontario Director with WSP. In this role David oversees a team of 30 engineers and building science consultants in the Kitchener and Hamilton offices. David has presented at Condominium Conferences, The Buildings Show and at the International Concrete Repair Convention. He is also a contributing author to the Glass Canada magazine and an active member of CCI. David has worked on numerous reserve fund studies over the past 12 years and enjoys working with Property Managers and Directors on building repair projects.

Andrew Poirier
As Principal | Condominium, Andrew focuses on expanding Cion’s presence in Canada’s Condominium community, building client relationships and ensuring the delivery of high-quality, cost-effective results. Known for his approachable and responsive nature, Andrew provides clients with honest, informative guidance while maintaining integrity in every project. He is dedicated to integrating advanced technologies and approaches to optimize building performance and sustainability. With nearly two decades of professional experience and a background in design technology and building sciences, Andrew has extensive hands-on experience in site forensic leakage investigations, standardized testing and structural monitoring earning him the industry title of “the leak whisperer”.
His specialties include wall cladding assemblies, glazing systems, material compatibility, roofing systems and waterproofing sealants. Through his work, Andrew has delivered practical and safe solutions to complex building challenges, significantly contributing to the firm’s success in building envelope innovation. He is an active participant in the Canadian Condominium Institute (CCI) and the Association of Condominium Managers of Ontario (ACMO), as well as a condominium owner and President of his condominium’s Board of Directors.

Shalon Chapman, BBS, LCCI
Shalon is the manager of the RLB Condo Team and focuses on Condominium Audits. She has over 15 years of experience specializing in condominiums. She’s passionate about condos and enjoys helping unit owners understand the complexities of condominiums while building relationships with the property managers and board members.
Shalon earned her diploma in Business Administration – Accounting from Conestoga College as well as a Bachelors in Business Administration from University of Windsor. She is incredibly organized and enjoys sharing her knowledge by training people. She has also obtained her Leader of the Canadian Condominium Institute designation.
Her enthusiasm for condos has led her to her current role as Co-VP of the Canadian Condominium Institute – Grand River Chapter, Chair of the Canadian Condominium Institute – Grand River Chapter’s Communications Committee and Co-Chair of the Finance Committee. Shalon has spoken at several conferences and seminars about the importance of Condominium finances.
Aside from work, she enjoys spending time with her two daughters and doing various crafts.

Angelique Gray

Luka Milidragovic
Luka has 4 years of experience collaborating exclusively with condominium corporations across Canada, assisting in providing tailored financing solutions that meet the unique needs of the clients. As a member of various CCI committees, and a speaker at several CCI conferences across multiple provinces, Luka continues to be an active member of the Canadian condominium industry.

Will MacKay
Will MacKay is an Investment Advisor and Portfolio Manager with CIBC Wood Gundy focusing an area of his practice on reserve fund investing for condominiums. In his practice, Will can draw upon personal and professional experience with condominiums to understand their current situation and investment needs.

David Outa, BA. CIP, CRM, LCCI
David brings over 20 years of varied experience in the insurance industry, which he has earned through roles in Personal Insurance, Private Client, Small Business, and Commercial Insurance at Cowan Insurance Group. As a Commercial Account Executive, David specializes in risk management, particularly for Condominium Corporations, Not-For-Profit entities, and other general commercial operations. He is also well versed in Errors and Omissions and Directors’ Liability Insurance.
David attained his BA in Economics at the University of Waterloo, is a Chartered Insurance Professional (CIP) and holds a Canadian Risk Management (CRM) and LCCI (Leader of the Canadian Condominium Institute) designations. David is a past director of the Canadian Condominium Institute- Golden Horseshoe Chapter where he regularly spoke at seminars and has written articles for various publications. He was also instrumental in the development of the Canadian Condominium Institute -Grand River Chapter where he is a past Director. David also serves on the Risk Management Committee of the National Canadian Condominium Institute. Outside the office, David has volunteered for many years as a coach for Youth Soccer.
